Rules For Emirates Loto

These Rules for Emirates Loto (“Rules”) set out the various rules and procedures that apply when You Enter a Game.

By Entering a Game, You expressly agree to be bound by these Rules. We have also issued the Terms and Privacy Policy and We recommend that You read and understand these before Entering. Copies of the Terms and Privacy Policy can be found on the Website.

These Rules, the Terms and Privacy Policy constitute the entire agreement between You and Us in relation to You Entering Games. The Terms, and Privacy Policy are hereby incorporated into and form part of these Rules and by Entering a Game, You agree to be legally bound by the Terms, Rules and Privacy Policy.

  1. Definitions and Interpretation
    1. In these Rules, all capitalised words and expressions shall have the following meanings:


      An on-line account maintained by a Participant on the Central Computer System which contains a Participant's personal information and all other relevant details necessary to enable the Participant to purchase a Collectable and subsequently Opt-In and Enter a Game.


      United Arab Emirates Dirham, the lawful currency of the United Arab Emirates.

      Authorised Financial Institution

      Any banking organisation or financial institution authorised by the Manager to pay certain Prizes.

      Authorised Retailer

      Any person, firm or entity authorised by the Manager to sell Collectables.


      Emirates Loto's mobile application.

      Ball Sets

      A set of 49 solid EVA polymer balls, numbered 1 through 49, and matched by weight.

      Central Computer System

      The computer systems used by the Manager from time to time to, amongst others, manage Emirates Loto, administer Accounts, facilitate the purchase of Collectables, enable the Entry into Games and pay Match Three Prizes.

      Claim Period

      The period ending at 23.59 hours (Gulf Standard Time) on the 274th day after the relevant Draw.


      A Participant who submits a claim for a Prize in accordance with these Rules.

      Claims Profile

      The online form to be completed by a Participant containing the Participant's banking and identification information and used to support the processing and payment of Prizes.


      A collectable (in whatever form) available to purchase from Authorised Retailers or online via the Platform.

      Control Number

      The unique multi-character code physically printed on a Collectable (whether under a scratch-off panel or otherwise).

      Customer Support

      Emirates Loto customer support, which can be contacted toll free from within the UAE on 800 5825 or +971 4 571 3410 from outside the UAE or by emailing


      The process which results in the random selection of the Winning Numbers for a Game using a Draw Machine.

      Draw Machine

      A machine that mechanically mixes the Ball Sets and randomly selects from that mix the Winning Numbers.

      Draw Manager

      An employee of the Manager whose responsibility it is to organise and manage each Draw.

      Draw Procedures

      The internal draw procedures that apply to a Draw, as determined by the Manager from time to time.

      Emirates Loto

      Emirates Loto, a collectable scheme and draw managed from the UAE.


      An entry, by way of Opting-In to play a Game which is recorded as an entry on the Central Computer System. Enter, Enters, Entered and Entering shall have correlative meanings.


      A facility whereby a Participant may save his favourite numbers for Entering a Game.


      An Emirates Loto game, the result of which is determined by a Draw.

      Government Representative

      A representative from the Department of Economic Development, who attends the Draw to confirm its integrity and fairness.

      Immediate Family Members

      With respect to any individual, such individual's personal partner (including, without limitation, spouse and qualified domestic partner) and persons who are, to some extent, maintained by anyone mentioned in Rule 2.3(d)(i) to (iii), in either case if living in the same household as that person.

      Insurance Representative

      A representative of the insurance company providing jackpot insurance, who will perform independent verification of the Draw.

      Match Five

      Correctly matching five numbers in any one Entry from the Winning Numbers.

      Match Four

      Correctly matching four numbers in any one Entry from the Winning Numbers.

      Match Six

      Correctly matching all six numbers in any one Entry from the Winning Numbers.

      Match Three

      Correctly matching three numbers in any one Entry from the Winning Numbers.

      Manager, We or Us

      EWINGS LLC, a limited liability company incorporated in the Emirate of Abu Dhabi acting in its role as the appointed managing company for Emirates Loto.


      The affirmative action of opting-in to Enter a Game. “Opting-In” shall have a correlative meaning.

      Participant, You or Your

      A member of the public who intends to or purchases a Collectable and/or a member of the public who purchases the Collectable and Enters a Game.


      The alphanumeric and special character identifier used by a Participant to identify themselves when accessing their Account.


      The Website and the App.

      Privacy Policy

      The Emirates Loto Privacy Policy, a copy of which can be located located on the Platform.


      A prize won by a Participant who Enters a Game determined in accordance with these Rules.

      Quick Pick

      A feature whereby a set of six numbers are selected for a Participant on a random basis by the Central Computer System.


      These Rules for Emirates Loto.

      Sanctions List

      A global list of high-risk and sanctioned individuals.


      A group of players who purchase Collectables and Enter Games together and share any Prize in proportion to the contribution of each group member.

      Syndicate Member

      A member of a Syndicate.


      The Emirates Loto general terms and conditions, a copy of which can be located on the Platform.


      The United Arab Emirates

      Unutilised Entries

      Any unused entries or Match Three Prizes credited to a Participant's Account that are not used by the Participant to Enter a Game.


      Emirates Loto's internet site (or such other address as may be advised from time to time).

      Winning Numbers

      The six numbers between 1 and 49 (inclusive) that have been randomly selected at each Draw by the Draw Machine and which are used to determine the Prizes for that Draw.

    2. Unless the context otherwise requires, words in the singular shall include the plural and, in the plural, shall include the singular.
    3. In the event of any conflict or inconsistency between the various documents set out above, the order of precedence is: (1) the Terms; (2) the Rules; and (3) Privacy Policy.
    4. In the event of any conflict or inconsistency between the English and Arabic translations of these Rules, the English version of these Rules shall prevail to the extent of the inconsistency.
    5. If there is any inconsistency between the instructions on the Platform or promotional and point of sale materials and/or advice and these Rules, these Rules prevail to the extent of the inconsistency.
  2. Entering Games
    1. Collectables will be available for purchase from Authorised Retailers and the Platform at a cost of AED 35 (Thirty-Five Dirhams) each (or such other amount as We may, from time to time, determine).
    2. Each Collectable provides You, should You choose to Opt-In, with one complimentary Entry.
    3. You may only Enter if You:
      1. are at least 18 years of age;
      2. are not prohibited or restricted from Entering under the laws of Your jurisdiction of residence or jurisdiction in which You are located when Entering;
      3. at all times abide by these Rules and the Terms;
      4. are not:
        1. a manager or employee of the Manager;
        2. the Government Representative, the Insurance Representative or the Draw Manager;
        3. a third party, contractor or consultant of the Manager engaged to review the insurance, audit and security procedures related to the Draw;
        4. an Immediate Family Member of those mentioned in Rules 2.3(d)(i) to (iii);
        5. a resident of a sanctioned or embargoed country; or
        6. on a Sanctions List.
    4. Where You purchase a Collectable from:
      1. an Authorised Retailer, You will be required to scratch off a latex panel on the Collectable to reveal a 16 character Control Number. If You wish to Opt-In to Enter a Game, You must visit the Platform, access Your Account and register your Collectable by entering the Number, or by simply scanning the Control Number through the App;
      2. the Platform, You will, after completion of the purchase, be asked if you wish to Opt-In to Enter a Game.
      In both instances, once You have confirmed that You are Opting-In to Enter, You will be asked to create an Entry by selecting six numbers, either manually, by Quick Pick or Favourites in accordance with the instructions on the Platform. It is Your responsibility to verify your Entry; once You have confirmed Your Entry You will be Entered into the relevant Draw and You will not be able to cancel the relevant Entry.
    5. Entries will expire 90 calendar days after the date of entry of the Control Number (with respect to Collectables purchased at Authorised Retailers), for Collectables purchased on the Platform, 90 calendar days after the date of purchase, and for Match Three Prizes, 90 calendar days after the date of credit.
    6. All successful Entries will be acknowledged via email, SMS, in Platform messages and where relevant, push notification.
    7. If you do not receive an acknowledgement of Your Entry, Your Entry may not have been recorded on the Central Computer System for the relevant Draw and therefore it may not be valid. In the event You do not receive an acknowledgement, please check Your Account to see if Your Entry has been registered. If You can't see it, please contact Customer Support.
    8. Entries made on the day of the relevant Draw after 20:30 hours (Gulf Standard Time), or such other time or day as We may determine, will not be entered into that Draw.
    9. There is no general right for a Participant to Enter a Game. We may refuse Entries and/or limit the number of Entries You can make without giving reason.
  3. Draws
    1. We will determine the time, frequency, date, and method of the Draws for Games. As at the date of these Rules, the Draw will be held at approximately 21:15 hours (Gulf Standard Time) on each Saturday.
    2. Each Draw will be made using a Draw Machine or such other audited equipment/method as We may from time to time in Our sole discretion determine.
    3. All Draws will be conducted in accordance with the Draw Procedures and in the presence of the Draw Manager, Insurance Representative and Government Representative. The Draw Manager and either the Insurance Representative or Government Representative will record in writing, and subsequently enter the Winning Numbers in the Central Computer System– only these numbers will be the Winning Numbers for that Draw.
    4. In the event of any Draw being declared invalid, in accordance with the Draw Procedures, another Draw will be conducted to determine the Winning Numbers.
    5. In the event that a Draw does not take place or is interrupted due to equipment failure or for any other reason, the Draw will be completed in accordance with the Draw Procedures.
  4. Results
    1. The Winning Numbers for each Draw will be made available on the Platform and through Customer Support as soon as practicable after each Draw. The Winning Numbers will also be issued to the national media and may be published in such other manner as We may from time to time determine. You will have no claim for compensation for any failure on Our part to publicise the Winning Numbers or for failure to notify holders of winning Entries; it is solely Your responsibility to check Your Entries against the Winning Numbers.
    2. You will not be entitled to claim for compensation, and We will not be bound by any errors contained in any announcement or publication, whether typographical, printing or otherwise or any publication or announcement of the amount of the Prizes in a Draw (where the announcement or publication is made before the amount to be paid in Prizes is finalised).
    3. In the event of a discrepancy between the Winning Numbers published on the Platform and/or other announcement or publication and the official Winning Numbers contained on the Central Computer System, the latter shall prevail.
    4. In the event that the final verified number of winning Entries is different than the initial publicised number of provisional winning Entries, the Prize money payable to such winners may vary.
  5. Winning a Prize
    1. There are four Prize categories in each Draw.
      1. Match Three - the Participant has correctly matched three numbers in any one Entry from the Winning Numbers;
      2. Match Four - the Participant has correctly matched four numbers in any one Entry from the Winning Numbers;
      3. Match Five - the Participant has correctly matched five numbers in any one Entry from the Winning Numbers; and
      4. Match Six - the Participant has correctly matched all six numbers in any one Entry from the Winning Numbers.
    2. The Match Six Prize is fixed at a minimum jackpot of AED 35,000,000 (Thirty-Five Million Dirhams) per Draw. If there are no Match Six winners for a Draw, then the Match Six jackpot will increase by AED 5,000,000 (Five Million Dirhams) each week until there is either a winner or the jackpot reaches AED 50,000,000 (Fifty Million Dirhams). The Match Six jackpot will remain at AED 50,000,000 (Fifty Million Dirhams) until it is won or We, in Our sole discretion, decide to increase the Match Six Prize. The Match Six Prize will be divided equally between all Match Six winning Participants. 
    3. The Match Five Prize is fixed at AED 1,000,000 (One Million Dirhams) per Draw. The Match Five Prize will be divided equally between all Match Five winning Participants. If there is no winner of the Match Five Prize for a Draw, then the Match Five Prize will roll-over and will be added to the value of the following Draw's Match Five Prize. The Match Five Prize will continue to roll over until there is a Match Five winner.
    4. Each Match Four winner will receive a fixed amount of AED 300 (Three Hundred Dirhams).
    5. Match Three winners will receive an option of a free Entry, which will be credited to Match Three winners' Accounts.
    6. Participants that match numbers from the Winning Numbers drawn will only win in one Prize category per single Entry but shall be entitled receive the Prize for the highest Prize category won (i.e. if you are a Match Five winner, you will only receive the Match Five Prize – You will not receive a Match Four and Match Three Prize).
    7. All Prizes will be rounded down to the nearest AED 1 (One Dirham).
    8. All Prize winners will be notified by email, in-Platform messages and, where relevant, push notifications. You remain responsible for claiming Your Prize.
    9. Federal and jurisdictional income taxes may apply to any monetary Prize.
  6. Claiming a Prize
    1. Subject to Rules 6.5 and 7.11, You can only claim a Prize if You are the registered holder of an Account with a winning Entry.
    2. Prizes must be claimed before the end of the Claim Period. Any Prize not claimed within the Claim Period shall be forfeited and donated to charity.
    3. To claim a Prize (except for the Match Three Prize ), You must complete a Claims Profile, which is available on the Platform. In addition, You are required to provide Us with any and all identification documentation which We may require to prove that You are entitled to a Prize. To claim a Match Three Prize you need to simply claim your free Entry from the “Submissions and Claim” section on the Platform.
    4. If a Participant is unable to complete and submit a Claims Profile due to a legal, physical, or other disability, please contact Customer Support. We reserve the right to request evidence of the capacity of an authorised representative to claim on behalf of a Claimant.
    5. We may refuse to process any claim for a Prize if the Claims Profile is incomplete, does not correspond to the information We hold on the Central Computer System or defective in any way. In addition, We may refuse to process any claim for a Prize where you are unable to provide us with sufficient identification documentation or if you appear on a Sanctions List.
    6. By completing and submitting a Claims Profile, a Claimant will be deemed to represent that they are lawfully entitled to the Prize and that the information contained therein is accurate, complete and not misleading in any respect. By submitting the Claims Profile, the Claimant agrees to indemnify Us against any and all costs, losses, damages, and expenses which We may suffer or incur with respect to the Entry or payment of the Prize as a result of any misrepresentation.
  7. Payment of Prizes
    1. Prior to the payment of a Prize, the Entry must be validated according to Our validation procedures, including screening against a Sanctions List. Our decision as to the validity of an Entry is final and binding.
    2. In addition, prior to a Prize being paid, You may be required to provide:
      1. full identification documentation; and/or
      2. a statutory declaration as to ownership, entitlement and compliance with relevant laws.
    3. We will only pay a Prize based on the official Winning Numbers of the relevant Draw recorded in line with Rule 3.3 and will not pay a Prize based on results recorded elsewhere.
    4. Subject to verification of identity, proof of age and Entry validation:
      1. Winners of Match Three Prizes will receive one free Entry which shall be credited to their Account;
      2. Match Four winners can either receive their Prize from an Authorised Financial Institution or by bank transfer;
      3. Match Five winners will receive their Prize by bank transfer, Or at Our option, by cheque;
      4. Match Six Prizes must be claimed in person in the UAE. Payment will be made at Our option by cheque or by bank transfer to a UAE bank account.
    5. Payment of the Prize to the Claimant (or their authorised representative) shall fully and effectively discharge Us, Our officers, employees, representatives, contractors, any person or firm authorised by Us to pay Prizes, from any further liability for payment of that Prize.
    6. Without limiting the effect of Rule 7.1, We reserve the right to:
      1. withhold a Prize until We are satisfied that an Entry is valid and/or the Claimant is lawfully entitled to payment of a Prize;
      2. request proof of entitlement to a Prize (including, without limitation, identification  information, proof of identity, residency or location when Entering Games and capacity to claim);
      3. invite a court to decide who a Prize should be paid to and/or make payment into court;
      4. declare an Entry invalid (and will not, therefore, be obliged to pay any Prize) if:
        1. the Claims Profile is not received before the end of the relevant Claim Period;
        2. We reasonably believe that the Claimant is not the holder of the relevant Account, or that the information provided by the Claimant is incomplete or has been altered or tampered with;
        3. the Entry has been tampered with in whole or in part or fails to pass Our validation and security tests; or
        4. the Entry is defective, in whole or in part.
    7. We reserve the right to refuse and will not be liable to pay a Participant a Prize if:
      1. the Participant does not meet the eligibility criteria in Rule 2.3; or
      2. You are unable or fail to supply the necessary identification documentation when claiming a Prize
      If a Prize is paid to anyone who does not meet such eligibility criteria, that person will be obliged to repay the Prize immediately upon Our request. We reserve the right to recover any incorrectly paid Prize.
    8. We will not be responsible or liable to any person claiming a Prize which has been paid to a person who assumed the identity of the relevant Account holder.
    9. Under no circumstance will interest be payable on any Prize.
    10. Prizes will be paid in full only to the registered holder of the Account with the winning Entry, unless You are a person with a legal, physical or other disability and are claiming a Prize, where, in these circumstances, We may pay the Prize to Your authorised representative.
    11. In the event of the death of a Claimant, a person can claim on behalf of such deceased Claimant's estate where they can prove, to Our satisfaction, that they are entitled to make such a claim (for example, by providing a grant of probate).
    12. All cash Prizes will be paid in United Arab Emirates Dirham in the amount advised by Us as the final amount payable for that winning Entry. If You wish to receive your Match Four or March Five Prize in a currency other than AED and receive and withdraw it from outside of the UAE, applicable exchange rates, conversion and receiving bank charges will apply. Due to anti-money laundering rules and regulations, Match Six Prizes will only be paid into a UAE bank account (an Authorised Financial Institution can assist with account opening if required).
    13. We disclaim any and all liability, including any express or implied warranties, whether oral or written, to any Syndicate Members. By Entering Games, You acknowledge that no representation has been made by Us that We shall be responsible for or have any liability whatsoever for any purported claim from a Syndicate Member.  For the avoidance of doubt, We will only be liable for any valid claim made by the registered holder of the Account with the winning Entry.
    14. Where You Enter with the intent of sharing a Prize with Syndicate Members, You are:
      1. deemed to be the Participant for the purposes of these Rules; and
      2. are not acting as Our agent for that purpose, and We shall not be:
        1. liable for the payment of any Prize to any Syndicate Member other than a Prize emanating from a winning Entry which is payable only to the to the registered holder of the Account with such winning Entry; and
        2. bound by any agreement between the registered holder of the Account and any Syndicate Member.
  8. Winners' Information
    We will not, without Your prior written consent, disclose Your identity. However, if You win a Prize, You understand and accept that, regardless of any requested anonymity, We may, if required by law or pursuant to the terms of Our jackpot insurance, provide a third party with Your details and the details of any Prize claimed by You or on Your behalf, or paid to You.
  9. Gifting
    1. The Platform allows You to gift to a person who meets the eligibility criteria in Rule 2.3 (“Recipient”) Your Unutilised Entries (“Gifted Entries”). In order to gift an Unutilised Entry, You are required to purchase a Collectable via the Platform or have received a Match Three Prize, and enter either the mobile number or email address of the Recipient along with the number of Unutilised Entries you wish to gift.
    2. The Recipient will receive an email or SMS inviting them to accept the Gifted Entries, and should they wish to accept such Gifted Entries, the Recipient will, if they do not already have an Account, register an Account.
    3. If the Recipient accepts the Gifted Entries, You will be notified via a notification on the Platform, email or SMS. If the Recipient refuses or fails to accept the Gifted Entries within three days of You sending such, the Gifted Entries will be credited back to Your Account.
    4. Gifted Entries cannot be re-gifted by the Recipient.
    5. Once accepted by a Recipient, full ownership of the Gifted Entry vests with the Recipient. If a Gifted Entry wins a Prize, You irrevocably assign the right to such Prize to the Recipient. For the avoidance of doubt, You acknowledge that We will be liable for payment of any Prizes to the Gift Recipient in the manner contemplated by these Rules and the Terms.
    6. We disclaim any and all liability, including any express or implied warranties, whether oral or written, to You with respect to Gifted Entries. By sending Gifted Entries to Receivers, You acknowledge that no representation has been made by Us that We shall be responsible for or have any liability whatsoever for any purported claim from You with respect to a Gifted Entry.
    7. Where You send a Gifted Entry to a Recipient, You agree that We shall not be liable to you for any loss, direct or consequential or damage incurred by You with respect to such Gifted Entry, including, without limitation, for Gifted Entries sent to incorrect Recipients.
  10. Draw Postponement
    If We deem it reasonable to do so, We may delay a Draw for as long as We believe it to be appropriate in the circumstances. In these instances, Participants will be permitted to Enter the Draw beyond the normal cut off times for that Draw.
  11. Limitation of Liability
    1. Our only obligation is to pay the Prizes won in any Draw to the rightful owners of winning Entries. We will not be liable in any circumstances for any loss of whatever nature other than, subject to Rule 11.2, the non-payment of a Prize to the rightful owners of winning Entries.
    2. We shall not in any circumstances be liable for any loss, direct or consequential or damage incurred by any Participant or any other person arising from the participation by any person in Games. In particular, but without prejudice to the generality of this rule, We shall not be liable to any person for:
      1. events beyond Our reasonable control and expectations (for example, without limitation, war, strike, lockout, industrial action, fire, flood, drought, power cut and/or failure or obstruction of any network, broadcasting or telecommunications service);
      2. the failure or destruction of, or damage to, all or part of the Central Computer System or Our records or any third party;
      3. any mistakes caused by all or part of the Central Computer System or Our records or any third party;
      4. delays, losses, mistakes or omissions in or made by the banking system;
      5. any other action or event which prevents or hinders the issue of a valid Entry (including without limitation the failure of the Platform to display correctly on any device used to view it).
    3. Nothing in these Rules excludes or limits (a) any person's liability (i) for fraud; or (ii) for death or personal injury caused by breach of any duty that person may have to take reasonable care or exercise reasonable skill; or (b) any other liability which cannot lawfully be excluded or limited.
  12. General
    1. The reasonable exercise by Us of any discretion provided for by these Rules, including with respect of the determination of a winning Entry or payment of a Prize will be final and binding unless otherwise provided by law.
    2. In the event that a dispute arises, we may withhold payment of a Prize and/or make an equivalent payment into court until it has been resolved.
    3. If any provision (or part of a provision) in any of these Rules is decided by a court of competent jurisdiction to be void and/or unenforceable, that decision will only affect the particular provision (or part of the provision) and will not, in itself, make the other provisions void or unenforceable.
    4. You may not assign or otherwise transfer (in whole or in part) Your rights and/or obligations under these Rules, including, for the avoidance of doubt, the right to a Prize. Any assignment or transfer by You will be null and void. We may assign or transfer Our rights and/or obligations under these Rules in whole or in part to any third party at Our sole discretion.
    5. Except if We assign or transfer Our rights and/or obligations under these Rules, a person who is not a party to these Rules has no rights or otherwise to enforce any provision of these Rules.
    6. We may amend these Rules from time to time. Such amendments, modifications or changes will be applicable and contractually binding with effect from the date of their publication on the Platform or on notification to You that changes have taken place, whichever is sooner and will apply to Entries made after the date on which the changes become effective, and/or Entries made before that date if reasonable in the circumstances. If We change these Rules You will be notified by email.
  13. Law
    The relevant law for these Rules is the laws of the Dubai International Financial Centre (“DIFC”) and any legal proceedings will be heard in the DIFC courts.
